Symptoms

On : 12.1 HRMS RUP7 version, Catalog Admin

Unexpected error obtained while assigning learning path .
The learning path is restricted and no learner access is set up.

Only learning administrator is subscribing, and for employees it works fine without any error and sometimes only this error is obtained.

Customer obtains unexpected error while assigning learning path. The behavior is intermittent but happens almost 50% of the times.

Profile: OTA: Maximum Enrollments Processed Online to 5000. High number than typically what the customer does in enrollments.

The issue can be reproduced at will with the following steps:

1. Catalog>Catalog Search
2. Learning Path: Electrical-Engineering & Project Management> Subscriptions > Bulk Enrollment (Only learning administrator is subscribing,)

The issue has the following business impact: Production-
Due to this issue, the bulk enrollment for the learning path seems to fail intermittently , but happens almost + 50% of the times.
Repeated manual work and reconciliation.
