Draft Watermark Not Displaying For Draft/Incomplete Modifications

Symptoms
The Draft Watermark is not displaying on the SF30 when selecting 'View Modification PDF' for a Draft modification.
1) Navigate to Contract Lifecycle Management (CLM) Purchasing Super User>Buyer Work Center>Awards
2) Search for an approved award
3) Select Create Modification from the contract options drop down.
4) Populate the modification authority and justification
5) Verify that the SF30 standard form and the SGD document format are populated
6) Save the modification. Modification status should still be Draft
7) Select View Modification PDF from the contract actions drop down
8) The SF30 should generate and a draft watermark is not present on the form.
