Exception Error Returned When Submitting Requisition For Approval With More Than 10 Requisition Lines

On : 12.2.4 version, Requisition Management

When attempting to a requisition with more than 10 lines, the following error occurs.

at oracle.apps.icx.por.req.webui.CheckoutInfoBaseCO.compareNeedByDate(CheckoutInfoBaseCO.java:1461)
at oracle.apps.icx.por.req.webui.CheckoutInfoBaseCO.hasTooEarlyDate(CheckoutInfoBaseCO.java:1443)
at oracle.apps.icx.por.req.webui.CheckoutInfoBaseCO.processErrorRedirectsInternal(CheckoutInfoBaseCO.java:588)
at oracle.apps.icx.por.req.webui.CheckoutInfoBaseCO.processErrorRedirectsAfterSubmitReq(CheckoutInfoBaseCO.java:527)
at oracle.apps.icx.por.req.webui.EditSubmitCO.processSubmitReq(EditSubmitCO.java:650)
at oracle.apps.icx.por.req.webui.EditSubmitCO.processFormRequest(EditSubmitCO.java:524)
at oracle.apps.fnd.framework.webui.OAWebBeanHelper.processFormRequest(OAWebBeanHelper.java:854)

The issue can be reproduced at will with the following steps:
1. Log into iProcurement
2. Create a requisition with more than 10 lines
3. Submit the requisition
