Issues With Reopen Scorecards at the Transferred from Plan Status when A Plan Is Republished (RUP 8) (Doc ID 2080792.1)

On : 12.1 HRMS RUP8 version, Appraisals.

ACTUAL BEHAVIOR
The application is not behaving as expected with the functionality related to 'Reopen Scorecards at the Transferred from Plan Status when a Plan is Republished'
delivered in 12.1 RUP 8. This functionality is documented in Oracle Performance Management Release Notes, Release 12.1 HRMS RUP8 (Doc ID 1989753.1).

As per documentation, the 3 of 4 scenarios documented are as below:
1. If a transaction for a scorecard exists and the initiator of the transaction is the same manager as the current manager,
    then the scorecard status is set to With Manager and the current manager can view or update the reopened scorecard.

    However, it is observed that the status is set to "Published" (PUBLISHED). Similarly, the status are not as expected in case below scenarios.


2. If a transaction for a scorecard exists and the initiator of the transaction is not the same manager as the current manager,
    then the application invalidates such as transaction as there is a change in the manager. The current manager can view
    approved objectives. To enable the current manager to make updates at a future date, the scorecard status is set to With Manager.

    However, it is observed that the status is set to "Published" (PUBLISHED). Similarly, the status are not as expected in case below scenarios.


3. If a transaction exists and the initiator of the transaction is the current worker, then the application reopens the scorecard and sets the status
    of the scorecard as 'With Worker'.

    However, it is observed that the status is set to 'Not Yet Started with Manager' (NOT_STARTED_WITH_MGR)


EXPECTED BEHAVIOR
The application should behave as documented.


STEPS
The issue can be reproduced at will with the following steps:
1. Log into Application as a Plan Administrator.
2. Go into HR Professional V4.0 responsibility.
3. Navigate to Performance Management > Performance Management Plan.
4. Create a new plan using Supervisor Hierarchy with below setup.
    Include Objective Setting in Process = CHECKED
    Method = Cascading
    Notify Plan Population = CHECKED
    Automatic Allocation = CHECKED
    Sharing and Alignment = CHECKED
    Automatic Approval of Objectives = CHECKED
5. Publish the plan.
    The scorecard status for the employee will be "Not Yet Stated with Manager" and that of manager will be 'Not Yet Stated with Worker".
6. Then terminate the employee.
7. Republish the plan with republish option "Reevaluate Plan Population".
8. Then the scorecard for the employee gets transferred out.
9. Again reverse terminate the employee.
10. Republish the plan with republish option "Reevaluate Plan Population".
     Then the scorecard status is "Published" instead of "With Manager".
