Goal
Generate a BI Publisher report in CSV output format.
Upon review of the CSV output, BI Publisher added Double Quotes to some values by default.
For example:
In Report other than CSV format, it shows:
| NAME | DISPLAY_NAME | LANGUAGE |
| AAAAAA | AAAAAA, BBBBBB | AMERICAN |
In the CSV output, it shows:
NAME,DISPLAY_NAME,LANGUAGE
ABBBB,"AAAAA, BBBBB", AMERICAN
