Error launching Oracle Product Workbench after Forms and Apache patching

After installing latest Forms/Reports and Apache Patches, Oracle Product Workbench throws error when starting:

Unable to obtain response from Apache Server. Received Packet is empty. Please try again or log a service request.

Things checked:


 Check system profile value for
 'Applications JSP Agent' and 'Application Framework Agent'.
  
 The 'System' profile value for 'Applications JSP Agent' and 'Application
 Framework Agent' should be like this
 ServerURL :port->example:'http://servername:port', and set at the Sit Level

You can use the following SQL to check the values:

10001 is site level, server = 10005,  user = 10004, so for example:
