The Labor Time In Field Service Is Not In Sync With The Time Shown In OTL (Doc ID 2082843.1)

Symptoms

On : 12.2.4

ACTUAL BEHAVIOR
---------------
There is a timezone mismatch if the time entry records are created using Field Service and then integrated to OTL ( Oracle Time and Labor) .   The timestamps in OTL and FS do not show the same time.

EXPECTED BEHAVIOR
-----------------------
The timecard should display the time same as it was entered in Field Service.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Changed the client time zone to a different value of the server timezone.
2. Create a SR and task and assigned it to an E-business user.
3. Opened FSTP and added a debrief labor line to the task.
4. Entered the time card parameters and posted the debrief line.
5. Opened time card from OTL responsibility and verified the times do not match Field service debrief time.
