Error While Running "Recalculate Participation Values: Grade/Step Progression", Rate Synchronization Life Event Remains In Detected Status (Doc ID 2082895.1)

Symptoms

Rate Synchronization life event remains in detected status and does not get processed.

"The person is being processed for Rate Synchronization without ever being processed for GSP Progression"


Steps to Reproduce:

1) Login as HRMS Manager
2) Submit a Request
3) "Recalculate Participation Values: Grade/Step Progression"
4) Provide

5) Submit
6) When review Audit log, noticed the error.
7) To do further analysis, When looking at Benefits Servcie Center for the person in question, noticed the following:

Note: API Assignment update is not creating Grade Step Progression life event which is a pre-requisite to run the "Recalculate Participation Values: Grade/Step Progression" and Salary proposals created automatically.
