"Purchase Order Creation Could Not Be Initiated" When Price Breaks Exist and Converting RFQ To BPA (Doc ID 2083183.1)

Symptoms

Following Error occurs while converting a Request For Quotation (RFQ) into a Blanket Purchase Agreement(BPA)

ERROR
Purchase Order Creation could not be initiated. Please check with your system administrator

STEPS TO REPLICATE
The issue can be reproduced at will with the following steps:

1. Created a requisition in Core and Approved it.
2. Converted the requisition to an RFQ document with Price Breaks and published the RFQ
3. Supplier entered the price break information and submitted the BID.
4. BID was awarded and we we try to create the BID to an BPA
