Cannot Save Change When Updating I-9 Status From a Non-Null Value to Blank (Doc ID 2083821.1)

Symptoms

On :  12.2.3 version, People Management

No prompt to save as Correction or Update when changing I-9 status.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1) HRMS Manager Responsibility
2) People -> Enter and Maintain
3) Employment tab
4) Query any existing employee or contractor and clear out the I-9 status (from a not null value to blank).
5) Explicitly saving (File->Save), gives 'No Changes to Save' at the bottom of the status bar.
