Updating Thread Properties via Property Set Removes All Threads of the Type Being Updated

Symptoms
When attempting to change the number of threads for an event queue via the APP_WORKFLOW_THREADING Property Set, all threads of that modified queue are deleted and not re-added.
For example, the following were added to the APP_WORKFLOW_THREADING Property Set to increase the number of "batch" threads:
1-Remove-glog.workflow.topicGroup=batch,2
2-Set-glog.workflow.topicGroup=batch,4
Upon saving this change, this removed all "batch" threads and never readded any, resulting in no available threads.
