End Dated Competencies still Retrieved in Performance Appraisals

On : 12.1.3 version, Install
ACTUAL BEHAVIOR
---------------
When updating a Performance Management appraisal, the manager can see a competency that was end dated in the past.
This competency is recorded as required for the job of the Appraisee with no dates at all.
In the Competency template, the include competency job is selected.
EXPECTED BEHAVIOR
-----------------------
Once an competency is end dated, it should not be retrieved in any appraisals.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manager Self service Responsibility
2. Go to Performance Management
3. Click on Manage Appraisals Template Task from the Plan
4. Select the Appraise and click on update
5. Verify the competency section having unsuitable Competencies
