RVCTP Errors with "The value Specified XXXXXXX is invalid. (COLUMN=ITEM_NUM)" and RCV_INVALID_ROI_VALUE_NE

Symptoms
When performing receipts via Receiving Open Interface, The following error occurs.
ERROR

The value specified XXXXXX is invalid. (COLUMN=ITEM_NUM) on column ITEM_NUM
STEPS
-----------------------
a. Use Receiving Open Interface ROI features to populate ROI interface tables RCV_HEADERS_INTERFACE and RCV_TRANSACTIONS_INTERFACE.
make sure ITEM_NUM is populated.
b. Run Receiving Transaction Processor.
c. Receiving Transaction Processor RVCTP log file shows:
