R12/CE: Bank Accounts are Missing After the Upgrade from R11.5.10 to 12.2 Error java.lang.ArrayIndexOutOfBoundsException: 0 (Doc ID 2086204.1)

Symptoms

After upgrade from 11.5.10 to 12.2 internal bank accounts are not visible from front end.
Error "java.lang.ArrayIndexOutOfBoundsException: 0" to bank accoutns that migrated from R11 to R12.2.5.

Error does not happen to new bank accounts, but happens to the migrated bank accounts.

The upgraded bank accounts were not properly stamped with legal entity due to some xle upgrade issues. As a result the account_owner_org_id column was upgraded with a default value zero. Since proper legal entity id was not upgraded
