Symptoms

PRC: Transaction Import program completes with multiple lines with PA_EXP_ORG_NOT_ACTIVE errors.  The labor records are imported into the pa_transaction_interface_all from an external source.  The Expenditure Organization is active as of the Expenditure Date used to import.
