Forward To LOV In Worklist Notification Does Not Open Up The LOV Page (Doc ID 2086524.1)

Symptoms

On : 12.2.4 version,

ACTUAL BEHAVIOR
---------------
When attempting to access approval work-list notifications from the "Bell Icon" in the homepage, the LOV beside the
Forward-To field does not work. Clicking on the LOV does not return any LOV page. When accessing the same LOV
from the entire worklist notification, the LOV returns a page. The issue is only when accessing from the "Bell Icon".

EXPECTED BEHAVIOR

Expect that when accessing worklist notification from the "Bell Icon", the LOV beside the Forward-To button works as expected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the apps homepage.
2. Top Right hand corner, we see a bell icon for alerts.
3. Click on the bell icon and open an approval notification.
4. In the notification, beside the Forward-To field, there is a LOV to search based on the 'All Employees and Users'.
5. Click on the LOV and nothing happens.
*** The name worklist when opened from the entire worklist notificaitons shows the LOV page to search for values.

Due to this issue, users cannot perform Forward-To actions using the Bell icon from the homepage.
