Employee Scorecard is Getting Approved & Published Automatically for Performance Management Plan Based on Organization Hierarchy (Doc ID 2086542.1)

Symptoms

Actual Behavior:
Employee scorecard is getting approved and published automatically when performance management plan is published using organization hierarchy and "Automatic Approval of Objectives" check box has not checked. Once the workers finished their objectives setting by clicking on the Finish button, their scorecard is automatically Published. It is not going for approval.

Expected Behavior:
Expected to see scorecards are getting transferred to Manager once finished by the Worker as "Automatic Approval of Objectives" check box has not checked .

Step to Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to HR professional v4.0 => Performance Management => Create Plan => Create a plan using Organization Hierarchy and "Automatic Approval of Objectives" check box has not checked..
2. Publish the plan.
3. Log in as an  Appraisee => Employee Self-Service => Performance Management => Choose the Plan => Click on "Set Objectives".
4. Create objectives and click on "Finish".
5. Login as Manager-Self-Service => Performance Management => Choose the Plan => Able to see the scorecard for Appraisee as Published.
6. Navigate to HR professional v4.0 => Performance Management => Query for Plan => Click on "Monitor Plan" => See the scorecard in status: Published
