The tax upgrade (as shown in zxaptrxmigupd.sql) is hard coding the rec_nrec_rate in zx_rec_nrec_dist to 100 (starting with zxaptrxmigupd.sql version 120.39)
Whereas AP upgrades differently the AP_invoice_distributions_all.rec_nrec_rate.
Found that the rec_nrec_rate is hard coded to 100 as per Bug 5460388 - POPULATE REC_TYPE_CODE, REC_RATE_CODE(ID) FROM ZX_RATES_B IN AP MIGRATION.

Bug 11721328 : REC_NREC_RATE IS STAMPED AS 0 IN AP_INVOICE_DISTRIBUTIONS_ALL FOR HISTORICAL INV
As per above, what of the above values should be used in report processing ?
