Granting of Applicant Data Filter is not Working Properly

Symptoms
iRecruitment Recruiter responsibility can not see all applicants associated with a vacancy. It appears that the granting of an applicant filter is overriding the recruiter responsibility.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Change predicate through Functional Developer >
1.Navigate to the Responsibility: Functional Developer.
2.Click the Objects tab.
3.Search for the object: Object Name: IRC_RESTRICT_APL_STATUS_OBJ.
4.Click Update for the object.
5.Click Object Instance Sets tab in the Update Object page.
6.Click Update in the row: Instance set to Restrict Applicant Search. The Object Instance Set: IRC_RESTRICT_APL_STATUS_OIS page appears.
Predicate is changed to "&TABLE_ALIAS.PER_SYSTEM_STATUS IN ('ACTIVE_APL','TERM_APL','OFFER','INTERVIEW2','ACCEPTED','ACTIVE_ASSIGN')"
Set grantee through Functional Administrator:
1.Navigate to the Responsibility: Functional Administrator:
2.Click the Security tab.
3.Search for the Grant: IRC_RESTRICT_APL_STATUS_GRANT.
4.Click Update for the grant.
5.Select Grantee Type 'Group of Users'.
6.Select Grantee 'Hiring Department'.
6.Click Apply button
