Symptoms

On : 12.1.3 version, API Issues

ACTUAL BEHAVIOR
---------------
API/Batch creation screen list first - Preference "2" and "Non-Producible Hold" Validity Rule.
API is picking Preference "2" and "Non-Producible Hold" Validity Rule, instead of Preference "1" and "Approved for General Use" Validity Rule.
 Quantity requested for batch creation is 3977 LBS.

EXPECTED BEHAVIOR
-----------------------
Expect validity rule preference 1 to be used instead of preference 2.

STEPS

The issue can be reproduced at will with the following steps:
1. Run GME create batch api
