Getting ORA-29282 Invalid File ID Error In Log For Change User Attributes Import Program, Change Order Implementation (Doc ID 2089355.1)

Symptoms

When running Change User Attributes Import Program (or Change Order Implementation) it fails with the following error:

Error

Cause: FDPSTP failed due to ORA-29282: invalid file ID
ORA-06512: at "SYS.UTL_FILE", line 878
ORA-06512: at "APPS.ERROR_HANDLER", line 2329
ORA-06512: at "APPS.ERROR_HANDLER", line 298
ORA-06512: at "APPS.ERROR_HANDLER", line

Note: Error appears when passing the p_debug_level as 3(Full). If the p_debug_level is passed as 0(Off) it is completing normal.
The problem will also occur if Inventory and/or MRP debugging is turned on in the EBS application.

Steps

The issue can be reproduced at will with the following steps:

  1. Run Change User Attributes Import
  2. Pass p_debug_level as 3(Full) as one of the parameters    

OR

Run the Concurrent Engineering Change Order Implementation
while Debugging profiles are turned on.
