Small Incremental Backflushes Are Not Consuming Reserved Ingredients When Exceeding WIP Plan Quantity

On : 12.1.3 version, Batches

Before a recent upgrade within the 12.1.3+ patchset, we were able to do incremental backflushes that exceeded the WIP Plan Quantity for the batch as long as the ingredients were reserved to the batch. Now, we have noticed that the incremental backflush completes successfully without any WIP Issues for the ingredients on the Material Transactions form. A transaction is created for the product, but the ingredients do not get updated, even though there is reserved qty available to backflush. They don't even get Material Exceptions, it seems to just do nothing.

Based on discussion with development and internal testing, this occurs when the additional backflush qty is less than 1% of the WIP Plan Qty.

Expect the ingredients to be backflushed

The issue can be reproduced at will with the following steps:
1. Create reservations and pending product lots for more than WIP Plan Qty
2. Backflush 100%
3. Do an additional backflush for less than 1% more

The issue has the following business impact:
Due to this issue, ingredient quantities are not backflushed.
