UPK: Login Failed To Authenticate When Publishing to Knowledge Center

On : version, publishing to Knowledge Center fails with the:

Connection error
Login failed to authenticate to the server.
Please verify the Server URL, Username, Password and Workgroup.

The issue can be reproduced at will with the following steps:

1. Open Developer - select File - Publish and complete publishing wizard
2. Last page check Publish to Knowledge Center option
3. Complete Server URL
4. Enter http://servername/KCenter
