Tools > Change Reason in Sales Orders Form Gives FRM-40400 but Nothing Saved (Doc ID 2092250.1)

Actual Behavior
In Sales Order header form, entering (M)Tools > Change Reason without any changes does save nothing.

In Sales Order line form, entering (M)Tools > Change Reason without any changes, it shows the following message but it does save nothing.

FRM-40400: Transaction complete: 1 records applied and saves

Expected Behavior
When Tools > Change Reason does nothing, then the action should be prohibited.

Steps to Reproduce

  1. Enter Sales Order and book
  2. Order Header or Order Line in Sales Orders form, entering (M)Tools > Change Reason
