Grant Flag On FND Menu Is Not Honoured While Rendering Function In MWA Mobile Screen (Doc ID 2092386.1)

Actual Behavior
In Oracle MSCA, Grant Flag on Menu Screen is not considered while rendering Function in mobile screen.
Users setup to revoke grants of the Subinventory Transfer function from Mobile Menu but this is not taking effect and users are still able to perform Subinventory transfers.

Expected Behavior
For the mobile function if the Grant option is unchecked, then the same function should not be available in Mobile menu

Steps
The issue can be reproduced at will with the following steps:
1. Login in as System administrator
2. Navigate: System -> Administrator->Application->Menu
3. Query up the Mobile menu and Uncheck the Grant option on the Function Mobile Sub Transfer
4. Once the menu is compiled and mobile server is bounced, users can log back in to Mobile and still perform subinventory transfer.

The uncheck on Grant option is not working.
