Data Fix to create a previous period in Inventory for Process Inventory Org

The data fix will be helpful especially when a new Process Inventory org is created and the starting period in OPM Costing is before the current period, and PMAC cost type is being used.

As we know that starting period of Inventory calendar is the current period when new org is created. Actual Costing requires an Inventory period prior to the current Costing period under PMAC cost type, to get a prior period balance. In this scenario, error will pop up when running actual cost process, e.g.: APP-GMF-86621: No Inventory Cal/Period For This Cost Cal/Period

One workaround to fix this problem is to add previous periods in Inventory via data fix.
