Internal Sales Order (ISO) Receipt Taxes are getting Changed on Clicking Apply Button (Doc ID 2093214.1)

Symptoms

On : 12.1.3 version, India Inventory Localizations

ACTUAL BEHAVIOR
---------------
Taxs value in Receipt Localized form gets recalculated on clicking Apply button

EXPECTED BEHAVIOR
-----------------------
Expects the tax value should not be changed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Internal Order
2. Change the price on the order for the item e.g. if the price is 110 make it 100
3. Pick & Ship confirm
4. Create receipt
5. Navigate to Receipt (Localized) form and click on Apply button
6. Observed that the taxes are getting calculated on the previous price of the internal order. e.g. Price gets recalculated with value as Rs 110 instead of Rs 100

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are having mismatch in the value of shipment taxes and receipt taxes
