Incomplete Diagnostic in French - Some Lines Blank and Plus Sign (+) Cannot Be Used To Expand and View

Symptoms
When using French, the '+' sign in the diagnostic file doesn't work and the user is unable to expand the section to view the details.
The issue can be reproduced at will with the following steps:
1. Go to Gestion des commandes, Lancement de commande, Lancement de commande and press Rechercher
2. Select an Order Release and go to Actions, Planification operationelle, Creer une expedition (achat), Planification en masse - Achat
3. Press OK
4. Press Afficher les diagnostics
Some lines are blank and the '+' sign cannot be used.
