"Error 31 - Unopened Secondary Ledger Period" when Posting a Journal in Primary Ledger

Symptoms
On : 12.1.3 version, Journal Entry
Period is opened in both Primary and Secondary Ledger. Primary and Secondary sharing the
same Calendar.But when attempting to post a Journal Batch in Primary Ledger
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into General Ledger
2. Navigate to Journal-Enter
3. Review the journal and select post
