Symptoms
When attempting to execute HRGLOBAL, an error occurs.

Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (patch/115/import/pyusertable.lct(120.2.12010000.11),patch/115/import/US/loc_gb/pygbutable.ldt) to staging tables
Dumped the batch (PAY_USER_TABLES CTO_COURT_ORDER_DAILY GB , PAY_USER_COLUMNS SOE Balances GB ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
Error loading seed data for PAY_USER_ROWS_F: B_USER_TABLE_NAME = SOE Balances, B_LEGISLATION_CODE = GB, USER_TABLE_NAME = SOE Balances, B_LEGISLATION_CODE = GB, ORA-20001: PAY_7884_USER_TABLE_UNIQUE:
