On : 12.1.3 version, Charges UI, APIs, and schema in production instance

When try to click on the Charges tab on the SR form it is taking long time 5 mins to open.

The issue can be reproduced at will with the following steps:
1. Open Create Service Request Form
2. Query for an SR
3. Click on Charges Tab
