Symptoms

After end dated the grant per NOTE:415987.1, Publish To Catalog button on the Attachments form is still enabled across all EBS forms during creation of new record.

EXPECTED BEHAVIOR

After end dated the grant per NOTE:415987.1, Publish To Catalog button on the Attachments form should be disabled across all EBS forms during creation of new record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as sysadmin
2. Select the Functional Administrator responsibility
3. On the Security/Grants tab, search with %Attachments:Publish% in Set field.
4. Click 'Attachments:Publish to catalog permission Set' quick select. Then click Go.
5. The FND_FNDATTCH_PUBTOCAT_GRNT will be shown, check the Last Update value.
6. Click Update(Pencil icon).
7. For Name: FND_FNDATTCH_PUBTOCAT_GRNT, select Effective To field to a past date (eg.01/Nov/2015).
8. Make sure the Security Context field has Grantee Type: All users, then click Apply.
9. The confirmation message will be shown, and make sure the Last Update value changed to today's date.
10. Then, follow below steps to clear cache.
11. Exit the forms and in the OAF page to select menu, click Functional Administrator responsibility > Core Services > Caching Framework > Global Configuration. Click Clear All Cache button > Yes to remove cache.
12. Logout and login to the same EBS form and see if the Publish to Cart button is disabled, but can still see the Publish to Cart button active.
