R12 ORA-00001 Unique Constraint (PA.PA_RESOURCE_ASSIGNMENTS_U2) when Uploading Multiple Resource Assignments from Microsoft Projects (MSP) to Oracle Projects (OP). (Doc ID 2096186.1)

Symptoms

The following error is received from MSP when uploading multiple resource assignment from MSP to OP:

Assignments could not be sent
ORA-00001 Unique Constraint (PA.PA_RESOURCE_ASSIGNMENTS_U2) violated in Package PA_FP_PLANNING_TRANSACTION_PUB Procedure add_planning_transactions
ORA-00001 Unique Constraint (PA.PA_RESOURCE_ASSIGNMENTS_U2) violated in Package PA_TASK_ASSIGNMENTS_PUB Procedure update_task_assignments
User-Defined Exception in Package PA_TASK_ASSIGNMENTS_PUB Procedure EXECUTE_UPDATE_TASK_ASGMTS

This sounds like the same issue addressed in 'Uploading MS Project To Oracle Project Management With MS Project Resource Causes ORA-00001 Error (Doc ID 2011628.1)' but in our case, we are downloading the resource list from OP and then using it to assign the resource. This is the work around per this note.

When I take the same steps internally, I do not receive an error (I am on IE8 versus IE10). Once in my testing I did receive the same error and it was because the PRC: Process Project Structure Updates process needed to run for
this project. Once run, the assignments uploaded successfully. I asked the customer to see if that was their same case and they did not receive a message about needing to run this process.
