After Submitting the Compensation Workbench Postprocess, the Expected Updates are not Posted to Element Entries

After post process is run in Compensation Workbench (CWB), the payroll information is not posted to element entries. The post process is run without any errors.

Post Process job should result in Element Entries being updated, and Bonus being applied to the account.

The issue can be reproduced at will with the following steps:
1. After all allocations and approvals have been completed, go to responsibility Compensation Workbench for Administrators.Run Participation Process
2. Click the Run Postprocess link under Batch Requests on the Compensation Workbench homepage.
3. Go to responsibility US Super HRMS Manager.
4. Navigate to People > Enter and Maintain and query an employee who received compensation changes.

See that the expected element entries do not exist.
