Experiencing CommitAllocUsage Object Locks (Doc ID 2096298.1)

Symptoms

Running into CommitAllocUsage object locks.

Checked the object locks servlet and noticed that there is a lock on the CommitAllocUsage record. 
Checked the log and see that OTM attempted to release the lock itself but encountered a NPE.



When the Administrator runs unlockAll, it encounters a NPE.
If attempting to release the lock manually, also encounter a NPE.
Only workaround is to stop/start OTM on the offending server.
