PO Action History Intermittently Doesn't Display Performed By For PO Cancel (Doc ID 2096953.1)

On : 12.1.3 version, Approvals - Req, PO

When cancelling PO, in action history, for cancel action, the performed by is blank.

Action history should be updated with the correct person value who performed the cancel action.

The issue can be reproduced with the following steps.

1. Query the PO in PO Summary Form.

2. cancel the PO.

3. Check the action history.
