R12 Unable To Download The 'Approved Cost Budget' Document Using Webadi, User-defined type not defined Error (Doc ID 2096975.1)

Symptoms

It is not possible to download the excel document using 'Webadi', which contains the 'Approved Cost Budget' in Oracle Projects.

Navigation:-
Projects: Delivery->Search Projects->Advance Search, put 'Project Number' as 'AGC_KFH5' and click on 'Go' button. Click on 'Financial' tab. Select the 'Approved Cost Budget' and select Edit->'Cost in Excel' and click
on 'Go' button.
Select 'Viewer' 'Excel 2010', click on 'Next' button, click on 'Continue' button and click on 'Create Document'.
The excel document did not gets downloaded successfully, it raises an exception with the error message:


Note 1 : also happens with 'Approved Revenue Budget'

Note 2 : Users do not have Microsoft Visual Studio, neither have 'Load Test Report Addin' enabled in Excel
