Exception list of reason code does not open automatically in MSCA

In 12.13 WMS RUP 8, after clicking on Esc E the list of reason codes open automatically.

In 12.1.3 WMS RUP 11, after clicking on Esc E, application is prompting and the user to click on the list of value (Ctrl L) to get the list of reason codes.

This impacts the users productivity because additional input is required to complete the transaction.

Notes : A patch has been released for version 12.2 but we need this patch for version 12.1.3. See BUG 21770639 for more detail.

The issue can be reproduced at will with the following steps:
1. Log into Mobile.. Whse Mgmt--Directed Task--Outbound--Pick by Labe
2. Enter Organization Code
3. Enter Equipment
4. Enter LPN -- Click Done
5. Press Exception (Esc E)
6. Nothing happens until the Flashlight is pressed or CTRL L is invoked to get the LOV for the Reason Codes

The issue has the following business impact:
Due to this issue, users' productivity is way down because additional input us required to complete the transaction.
