Self Service Payment Method Changes To Inactive Payment Method After Saving (Doc ID 2097850.1)

A payment method has been end-dated on Payroll definition, but when an employee in self service adds a new deposit payment method and saves, the payment method changes to the old payment method.

The issue can be reproduced at will with the following steps:
1. End date payment method 'A' from the payroll definition
2. In Employee Self Service > Manage Payroll Payments, employee chooses payment method 'B'. Payment method 'A' is not in the list of values for selection.
3. Save the change and now payment method 'A' shows as the current payment method.
