City List of Values (LOV) is Empty When Entering an Address for United States (Doc ID 2097856.1)

Symptoms

When entering an address for United States (US), the City list of values (LOV) is empty.

US legislation is NOT installed for HR or Payroll.

OR

When attempting to update the candidate profile, the following error occurs.

City - Value Montreal for the flexfield segment City does not exist in the value set PAY_CA_CITIES.


The issue can be reproduced at will with the following steps:
    1. Using iRecruitment Recruiter responsibility.
    2. Navigate to  Recruitment Home > Candidates > Individuals.
    3. Search for any candidate > Go > Click on the candidate name.
    4. In the Candidate Profile tab click on Update.
    5. In address, select country as Canada.
    6. Observe that city names does not appear in City value-set.
    7. Get error.
