Why Serial Number From Service Request Form is not Coming in Current_serail_number Column in CS_INCIDENTS_ALL_VL Table (Doc ID 2099147.1)

Goal

For the Service request in which current_serail_number field is blank in apps.CS_INCIDENTS_ALL_VL table. However, serial number field is populated with a value in Service Request form. For some Service requests, the current_serail_number column is having value.
How can this happen?
