Incorrect Gross Earning and Netpay in SOE when Overridden Element Entry Exists (Doc ID 2099583.1)

Symptoms

On : 12.1.3 version, India Payroll

ACTUAL BEHAVIOR
---------------
Overridden Element Entry run result including in Gross Earnings and Net pay Calculation

EXPECTED BEHAVIOR
-----------------------
Overridden Element Entry run result should not include in Gross Earnings and Net pay Calculation

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Created Earning Element "Test Override" with Check box once each period

2. Created an entry for employee 1 in September Period
  
  Test Override: 1000

3. Overrided entry for the employee with value 500

  Test Override: 500

4. Ran Payroll
 
  Then both element entry run results are including in Gross Earnings and Net pay Calculation

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, correct Net Pay is not displaying in Statement Of Earnings
