R12:CE: When Session Language is Latin American Spanish There is No Thousand Separator In Amounts

Information in this document applies to any platform.
When the Session Language is Latin American Spanish there is no thousand separator (,) in Forecast Amounts displayed. This is not occurring when logged in using the English Language. This occurs only when using Cash Forecasting in Cash Management Responsibility, all other forms are ok.
The issue can be reproduced at will with the following steps:
1 - Cash Management -> Cash Forecast -> Generate Forecast -> View Forecast Results By Transaction Source in English.
Note that the thousand Separator is shown correctly .
2 - Change the language in the preferences page from English to Spanish.
Select the General Preferences, and make the changes :
Current Session Language -> Latin American Spanish
Default Application Language -> Latin American Spanish
3 - Query the same Forecast , the thousand separator is not shown .
