"QP: Bulk Import Of Price List" Is Not Picking Up Records To Update the Unit Price of Price List Line (Doc ID 2100371.1)

ACTUAL BEHAVIOR
---------------
Find that running QP: Bulk Import of Price Lists does not update the unit price of the price list line.

EXPECTED BEHAVIOR
-----------------------
Expects that the unit price will be updated from 100 to 800.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Pricing(QP) Interface tables

2. Run QP: Bulk Import of Price Lists
3. Oracle Pricing Manager Responsibility
  Navigate To: Price List > Price List Setup
4. Query the price list
5. Finds that the unit price is still 100 on the price list line.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot update the unit price on price list lines.
Issue occurs on a development instance only where functionality is being tested.
