Symptoms

 Problem Statement:

Error occurs when running Payroll Run for any assignments and any payrolls.

Error in the "View Run Messages" form.

Error was encountered when processing assignment <ASSIGNMENT NUMBER>
Error was encountered when processing Element Type Tax Information
