IDV Mods Incorrectly Throwing Warrant Check On Validate Document (Doc ID 2101023.1)

Symptoms

Using Contract Lifecycle Management, Version 12.2.2


Actual:
User's are creating a modification to IDV with lines, and the modification results in changed value of 0.
Amount agreed is above the user's warrant. The warrant check is is stopping the user.

Expected:
User's are creating a modification to IDV with lines, and the modification results in changed value of 0.
Amount agreed is above the user's warrant. The Warrant Check should check the DELTA of the modification.
Meaning, if the changed line(s) is $100,000 and the Agreed Amount amount by $100,000, the warrant check should check to see if the warrant
is below $100,000. NOT the overall value of the IDV.

Error:
Contracting Officer does not enough warrant to approve the transaction


Replication Steps:
The issue can be reproduced at will with the following steps:
1. Modification is made to the IDV with lines.
2. It is a modification for 0$ changed amount
3. Warrant check is invoked and fails the check.
