Publish Negotiation Concurrent Program Unable To Send The Workflow Notification (Doc ID 2101833.1)

Symptoms

After generating the RFQ, use large Publish Negotiation concurrent program to publish the RFQ.
Supplier notification is not generated.
Workflow notification shows the below error message:

Error in Workflow PONCNCT/12110-46732422 3205: '<user_name>' is not a valid role or user name.

The following messages might also be present in the FND debug log:

wf.plsql.WF_NOTIFICATION.Denormalize_Notification() Not deferring denormalization, so using session's settings
wf.plsql.WF_NOTIFICATION.Denormalize_Notification() subject(Error in Workflow PONCNCT/12153-46734657 3205: 'username' is not a valid role or user name. )
wf.plsql.WF_NOTIFICATION.Denormalize_Notification() END
wf.plsql.WF_DIRECTORY.GetRoleInfo2 BEGIN

1. Create an RFQ
2. Run concurrent program: Publish Negotiation
3. See the notification with error
