Flat Amount Rates Calculating Incorrect Number of Pay Periods (Doc ID 2101896.1)

Flat amount rates are not calculating on the full year pay periods.
For bi-weekly new hires entered mid-year, the total pay periods should be 26, but is calculating for remaining pay periods.

Expect deductions to be calculated at 26 pay periods (full year).

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Total Comp Enrollment > Non-flex Program.
3. Query an employee and process the Unrestricted on 01-FEB-2016.
4. Elect the Dental plan and check the rates.
Rates are calculating on 24 and not 26 pay period for the year.
