Phantom Batch Step Status Is Not Changing Based On The Parent Batch Step Status (Doc ID 2102331.1)

Goal

When releasing a step in the parent batch, the steps in the phantom batch are not released. This happens even when the parameter Step Controls Batch Status is set to Yes, and when the Release Type on the steps in the phantom are Automatic. Why?

Is this the standard functionality?. it defeats the ultimate purpose of having phantom batches. Why should user release steps for phantom batches if they could release the steps of Parent batch. Then why phantom batch status is getting changed if we change the status of parent batch? Is this a disconnect?
