New Change Request Not Visible In Project Contracts

User created a new change request for a contract. They saved the record and then clicked the Change Status button to change the status of the change request to In Progress. They exited the Change Request form all the way to the Contract Organizer. The user then clicked Goto Change Management option, the Find Change Request form is displayed. The user clicks the Find button and the newly created change request is not displayed on the Change Request Summary form so the user can not open that change request. Querying the OKE_CHG_REQUESTS table for the contract shows that the record for the new change request is returned. Querying the OKE_CHG_REQUESTS_V view (which is used in the Change Request Summary form) for the contract does NOT return the record for the new change request. That view joins the PER_ALL_PEOPLE_F table to the OKE_CHANGE_REQUESTS table by the PERSON_ID column. In addition it has the following:
AND TRUNC(CRQ.REQUESTED_DATE) BETWEEN PERSON.EFFECTIVE_START_DATE AND PERSON.EFFECTIVE_END_DATE
This clause is preventing the record from being displayed in the OKE_CHG_REQUESTS_V view because the Change Request form allows users to enter a REQUESTED_DATE that is not within the requestor's effective start and end dates.
The Change Request form needs to perform this validation before allowing a user to save a change request record.
